5．Non-governmental organization
A non-governmental organization (NGO) or non-governmental organisation (see spelling differences) is an organization that generally is formed independent from government. They are typically nonprofit entities, and many of them are active in humanitarianism or the social sciences; they can also include clubs and associations that provide services to their members and others. Surveys indicate that NGOs have a high degree of public trust, which can make them a useful proxy for the concerns of society and stakeholders. However, NGOs can also be lobby groups for corporations, such as the World Economic Forum. NGOs are distinguished from international and intergovernmental organizations (IOs) in that the latter are more directly involved with sovereign states and their governments. The term as it is used today was first introduced in Article 71 of the newly-formed United Nations' Charter in 1945. While there is no fixed or formal definition for what NGOs are, they are generally defined as nonprofit entities that are independent of governmental influence—although they may receive government funding. According to the UN Department of Global Communications, an NGO is "a not-for profit, voluntary citizen's group that is organized on a local, national or international level to address issues in support of the public good". The term NGO is used inconsistently, and is sometimes used synonymously with civil society organization (CSO), which is any association founded by citizens. In some countries, NGOs are known as nonprofit organizations, and political parties and trade unions are sometimes considered NGOs as well.NGOs are classified by (1) orientation—the type of activities an NGO undertakes, such as activities involving human rights, consumer protection, environmentalism, health, or development; and (2) level of operation, which indicates the scale at which an organization works: local, regional, national, or international.Russia had about 277,000 NGOs in 2008. India is estimated to have had about 2 million NGOs in 2009 (approximately one per 600 Indians), many more than the number of the country's primary schools and health centers. The United States, by comparison, has approximately 1.5 million NGOs.

Tomigusuku (豊見城市, Tomigusuku-shi, Okinawan: トゥミグシク, romanized: Tumigushiku) is a city located in Okinawa Prefecture, Japan. As of 2012, the city has an estimated population of 60,004 and a population density of 3117 persons per km². The total area is 19.25 km². On April 1, 2002, the administrative status of Tomigusuku was changed from village (Japanese: 村; son) to city (Japanese: 市; shi). Until then it had been the largest village in Japan.

9．Uruma
Uruma (うるま市, Uruma-shi) is a city located in Okinawa Prefecture, Japan. The modern city of Uruma was established on April 1, 2005, when the cities of Gushikawa and Ishikawa were merged with the towns of Katsuren and Yonashiro (both from Nakagami District). As of May 1, 2013, the city has an estimated population of 118,330 and a population density of 1,400 people per km2. The total area is 86.00 km2. The city covers part of the east coast of the south of Okinawa Island, the Katsuren Peninsula, and the eight Yokatsu Islands. The Yokatsu Islands include numerous sites important to the Ryukyuan religion, and the city as a whole has numerous historical sites, including: Katsuren Castle, Agena Castle, and Iha Castle and the Iha Shell Mound. It is home to the largest venue for Okinawan bullfighting. The Mid-Sea Road, which crosses the ocean and connects the Yokatsu Islands to the main island of Okinawa, is now a symbol of Uruma.Uruma is noted for its role in hosting large-scale refugee camps and the initial organization of local government of Okinawa immediately after the Battle of Okinawa in 1945. As such the city is considered the home of the starting point of the restoration of civil life in Okinawa immediately after the end of World War II. United States maintains four military bases in Uruma, some of which span other municipalities in Okinawa: Kadena Ammunition Storage Area, Camp McTureous, Camp Courtney, and White Beach Naval Facility. The bases cover 12.97% of the total area of the city. Two controversies have surrounded American military bases in Uruma: the 1959 Okinawa F-100 crash which killed and injured numerous students and residents, and the transport of Agent Orange via the White Beach Naval Facility for testing in Okinawa in the early 1960s as part of the classified Project AGILE.

11．Nanjō
Nanjō (南城市, Nanjō-shi) is a city located in the southern part of Okinawa Island in Okinawa Prefecture, Japan. Translated literally, the name Nanjō means "southern castle". Many castle ruins, called gusuku in the Okinawan language, can be found throughout the city. The modern city of Nanjō was established on January 1, 2006, from the merger of the town of Sashiki, and the villages of Chinen, Ōzato and Tamagusuku (all from Shimajiri District). Nanjō has an area of 49.69 km² and, on the date of its inception, a population of 41,305, and a density of 831.25 per km².Of the eleven cities in Okinawa Prefecture, Nanjō has the smallest population. It does not have a separate police station nor a high school. For those services, citizens have to refer to the neighbouring towns of Yonabaru and Yaese. The city hosts a fire station responsible for Chinen, Ōzato and Tamagusuku and parts of Yaese, while Sashiki is served by a separate station. The city's main economical activities are agriculture and tourism. Important crops include sugarcane, for sugar and vinegar production, and turmeric, a popular medicinal herb in Okinawa. Several turmeric processing plants are based in the city, producing semi-processed goods to be used by industries on the mainland or consumer products like tea and dietary supplements.

16．Motobu, Okinawa
Motobu (本部町, Motobu-chō, Kunigami and Okinawan: Mutubu) is a town located in Kunigami District, Okinawa Prefecture, Japan. As of October 2016, the town has an estimated population of 13,441 and a density of 250 persons per km2. The total area is 54.30 square kilometres (20.97 sq mi).Several islands can be accessed from Motobu, namely the small islands of Sesoko (by bridge) and Minna-jima (by ferry). Both islands are incorporated as part of the Town of Motobu. Ferry service also runs from Motobu Port to Ie-jima. Motobu is served by three large supermarkets and eight individual schools from elementary to high school levels. Like many towns in Okinawa, Motobu is composed of what were formerly several smaller and independent villages. In addition to Motobu proper other included districts are Sesoko, Kamimotobu, Sakimotobu and Izumi. The well-known Okinawa Churaumi Aquarium is located in Motobu. Other notable sites include the remains of Nakijin Castle, as well as several cafes.

19．Kin, Okinawa
Kin (金武町, Kin-chō, Kunigami & Okinawan: Chin) is a town located in Kunigami District, Okinawa Prefecture, Japan. In October 2016, the town had an estimated population of 11,259 and a density of 300 persons per km2. The total area of Kin is 37.57 square kilometres (14.51 sq mi). 59% of the land area of Kin remains under control of the United States military, the highest percentage of any municipality in Okinawa Prefecture. The population of the town is concentrated on a strip of land on the coast of Kin Bay. Kin is home to Camp Hansen, a military base of the United States Marines, as well as other smaller military installations.Kin is home to the Dragon Brand of awamori, with a Buddhist shrine built in 1522, and a 270-meter natural cave known as Kin Shonyudo that doubles as both a place of worship and a cellar for aging bottles of the drink. Kin is also claimed to be the origin of taco rice, a dish emblematic of modern Okinawan cuisine.

20．Ie, Okinawa
Ie (伊江村, Ie-son, Kunigami: Ii, Okinawan: Ii (伊江)) is a village located in Kunigami District, Okinawa Prefecture, Japan. The village lies on the island of Iejima. As of October 2016, the village has an estimated population of 4,192 and the density of 180 persons per km². Ie is in a period of sustained population loss, and has the highest rate of population loss in Okinawa Prefecture. The total area of the village is 22.75 square kilometres (8.78 sq mi). Iejima Airport serves the village. Out of 22.78 km² land of Ie, approximately a third, or 8.02 km² is occupied by Ie Shima Airfield, a training facility, managed by the United States Marine Corps.

25．Nakagusuku, Okinawa
Nakagusuku (中城村, Nakagusuku-son, Okinawan: Nakagushiku) is a village located in Nakagami District, Okinawa Prefecture, Japan. As of 2016, the village has an estimated population of 20,030 and a density of 1,300 persons per km². The total area is 15.46 km². The ruins of a gusuku (Ryukyuan castle), Nakagusuku Castle, are also in this village. It is famous for its ancient Chinese dance, Tafaku, which has been handed down for generations. The village is well known among Okinawans as an agricultural farming village, with its staple crop being sugar cane (Okinawan: wuuji. Japanese: satokibi). It is also known for its white or yellow colored carrots. Ryukyu University is partially located within Nakagusuku, and partially in the neighboring town of Nishihara. Nakagusuku features one of the largest percentages of people of Okinawan descent who immigrated overseas out of all the districts in Okinawa.

26．Nishihara, Okinawa
Nishihara (西原町, Nishihara-chō, Okinawan: ニシバル, romanized: Nishibaru) is a town located in Nakagami District, Okinawa Prefecture, Japan. In the Okinawan language, nishi means "north" (in standard Japanese, however, it means "west"), as Nishihara was north of the historical Ryukyuan capital of Shuri. 28．Haebaru, Okinawa
Haebaru (南風原町, Haebaru-chō, Okinawan: フェーバル Feebaru) is a town located in Shimajiri District, Okinawa Prefecture, Japan.As of 2016, the town has an estimated population of 37,874 and a density of 3,500 persons per km². The total area is 10.72 km². It is one of the only landlocked towns in Okinawa, but its central location ensures traffic and business remain healthy. Haebaru is located in the south of Okinawa Island directly southeast of the prefectural capital of Naha.Haebaru is home to several pachinko parlors, as well as a skate and BMX ramp under the Okinawa Expressway. There is a large ÆON shopping complex and hypermarket. Haebaru is the birthplace of Ultraman, a fictional television character that grows to a giant size and wrestles with giant monsters. The town is also home to a traditional Ryukyuan craft producing woven fabric or kasuri. It is produced at workshops in Haebaru.In June 2007 dugout bunkers used as military hospitals during the 1945 Battle of Okinawa were opened to the public for tours. In spring 2011, local junior high students began training as peace tour guides in a work experience program aiming to guide members of the public around the caves.

29．Tokashiki, Okinawa
Tokashiki (渡嘉敷村, Tokashiki-son) is a village located in the Kerama Islands in Okinawa Prefecture, Japan. It includes 10 islands, of which only Tokashiki and Maejima are inhabited, with Maejima only having very few residents. The village is part of Shimajiri District. Tokashiki is known for its corals, sea, beach and sun. From Tomari Port in Naha, it takes less than one hour to reach this island. On 28 March 1945, during World War II, 394 inhabitants, mostly from farmer families, were forced by Japanese soldiers to immolate themselves with grenades after the landing of US troops.

Zamami (座間味村, Zamami-son, Okinawan: Kushigiruma (後慶留間)) is a village located in Shimajiri District, Okinawa Prefecture, Japan. The village consists of more than 20 islands approximately 40 kilometres (25 mi) west of the prefectural capital of Naha. As of February 2013 the village had a population of 913 and a population density of 55.20 persons per km². The total area of the village of Zamami is 16.74 square kilometres (6.46 sq mi).On March 3, 2014 (Coral Day), the Kerama Islands, including Zamami Village, were designated a Japanese National Park. Other designations of Zamami include a two-star rating in the Michelin Green Guide Japan, as well as a “Wetland of International Importance” under the Ramsar Convention (2005).

The village consists of Tonaki Island and the uninhabited Irisuna Island.As of 2013, the village has an estimated population of 334 and a density of 89 persons per km². The total area is 3.74 square kilometres (1.44 sq mi). The highest point in Tonaki is on Tonaki Island at 178.4 metres (585 ft)Tonaki is located approximately 58 kilometres (36 mi) northwest of the prefectural capitol of Naha. The village is accessible by regular ferry service from Tomari Port in Naha.Tonaki was once an active center of bonito fishing, but now the village economy is evenly divided between agriculture and fishing. Tonaki is in a long-term state of population decline.

36．Izena, Okinawa
Izena (伊是名村, Izena-son, Okinawan: Ijina, also known as Meejii (前地)) is a village occupying Izena Island in the north of Okinawa Prefecture, Japan (though administered as part of Shimajiri District). There are five localities of about equal size and population located on the island: Izena, Nakada, Shomi, Uchihana, and Jicchaku (also called Serikyaku). Izena's primary claim to fame is that it was the birthplace of King Shō En, the first king of the Second Shō Dynasty. It is also the birthplace of the contemporary artist Naka Bokunen and musician Shunichi Irei (伊禮俊一 Irei Shun'ichi). As of October 2016, the island has an estimated population of 1,518 and a density of 98 persons per square kilometer. The total area is 15.42 km2 (5.95 mi2). The island is accessible by a ferry that makes two daily round trips between Nakada Port and Unten Port in Nakijin Village, which is located North of Nago on Okinawa's main island. The ferry trip takes approximately one hour. Izena also has an airfield, though daily service to the island by airplane was halted in 2007. The island's topography features a row of mountains spanning from the northwest to the southeast of the island, with generally flat, arable land covering the remainder. The island has several sandy beaches and designated camping areas with bathroom facilities. The view of Izena's rocky southern coastline is well known as one of Japan's best, with the rock formations 'Umi Gitara' and 'Agi Gitara' dramatically rising from the land and sea. Izena's main crops are sugar and the edible seaweed mozuku, but there are also several rice paddies, livestock farms, and a cattle breeding facility. From December through April, sugar is harvested and processed at a refinery on the island before being exported. There is an awamori distillery in Izena Village that produces several varieties of the beverage. Commerce on the island is limited to a small grocery store, gas station, farmer's market, and building supply store that are operated by Japan's Central Union of Agricultural Cooperatives, several other independently owned convenience stores, restaurants, and bars in each of the island's 5 villages, and several hotels along the beach and in the island's center. There is a scuba diving shop in Nakada Village open in the summer that provides equipment and tours. As of 2010, the average size of each grade is 20 students. Izena Island hosts an annual triathlon, the Izena 88 (2 km swim + 66 km bike + 20 km run) in the Autumn, participation of which (in 2007) was numbered at around 830. There is also a kids' triathlon for island residents on the day preceding the main race. Izena is one of only a handful of places in Okinawa that was not ravaged by American and Japanese military forces during World War II, although American bombing bombing on the nearby island of Iheya resulted in approximately 50 civilian deaths. When American Marines landed on Izena during the night of June 23, 1945, they encountered no hostile defenses or enemy combatants and left shortly thereafter.

37．Kumejima, Okinawa
Kumejima (久米島町, Kumejima-chō, Okinawan: Kumishima) is a town located in Shimajiri District, Okinawa Prefecture, Japan. The town consists of the islands of Kume, Ōjima, Ōhajima, Torishima, and Iōtorishima. Among the islands, only Kumejima and Ōjima are populated. Kumejima is located approximately 100 kilometres (62 mi) west of Naha. The town can be accessed by the New Kumejima Ferry, Japan Transocean Air, or Ryukyu Air Commuter. Kumejima Airport serves the island. As of 2016, the town had an estimated population of 7,647 and a population density of 120 inhabitants per square kilometre (310/sq mi). The total area is 63.50 km2 (24.52 sq mi). Kume Island is often said to be one of the most beautiful of the Okinawa Islands. It is well known for its textiles, called Kumejima-tsumugi which are designated an Important Intangible Cultural Property. The town is also known for its Kumesen Awamori (Okinawan sake) and deep sea water. Kumejima's main industries are sugar cane (sato-kibi), tourism, and deep seawater products.

Taketomi (竹富町, Taketomi-chō, Yaeyama: Teedun, Okinawan: Dakidun) is a town located in Yaeyama District, Okinawa Prefecture, Japan. The town includes all of the islands in the Yaeyama Islands excluding Ishigaki, Yonaguni, and the Senkaku Islands. This includes the islands of Iriomote, Yubu, Taketomi, Kohama, Kuroshima, Hateruma, and Hatoma. Although Ishigaki is not part of the town of Taketomi, the town hall is located there. As of October 2016, the town has an estimated population of 4,050 and the population density of 12 inhabitants per square kilometre (31/sq mi). 41．Yonaguni, Okinawa
Yonaguni (与那国町, Yonaguni-chō, Yonaguni: Dunan, older Juni, Yaeyama: Yunoon, Okinawan: Yunaguni) is a town located entirely on Yonaguni Island in Yaeyama District, Okinawa Prefecture, Japan. It is the westernmost municipality in Japan, and is known for billfish fishing and as a diving spot. In 1987, divers discovered the Yonaguni Monument, a rock formation that some believe may be man-made. It is also home to two Ryūkyūan writing systems, pictographic "kaida-di" (also used on Ishigaki and Taketomi islands where it is called "kaida-ji") and the symbols used to indicate family names, "dāhan" (also used on Ishigaki Island where they are called "yāban").
